    I'd say his career took off in the early 90's but slumped midway through, though. So he could qualify.

    I agree with evil - the person is supposed to have hit a slump in the 90's, not begun their career then.

    My guess would start with people popular in the mid- to late 80s who had a few hits into the 90s but generally flopped once grunge and all that hit.

    Except that covers just about everyone from the 80s.

David Bowie is one of the richest men in the UK and Ireland (he is legally a resident of Ireland and also has residences in New York and Switzerland)…and has been for many, many years. In 1997 (yes that's in the 90's) he was reported to be worth over $900 million. I'm sure it didn't come from selling ecstasy in London clubs.
