Again, I don't think that one fits exactly because Bush's main popularity was in the 90s and he's been in decline since then.

My guess would start with people popular in the mid- to late 80s who had a few hits into the 90s but generally flopped once grunge and all that hit.

David Bowie is one of the richest men in the UK and Ireland (he is legally a resident of Ireland and also has residences in New York and Switzerland)…and has been for many, many years.
